Mr. Dugan is a California licensed civil engineer with over 15-years of experience in water and wastewater project planning, infrastructure design, and construction management services. Mr. Dugan has been involved with several large and small diameter water and wastewater pipeline designs and has had the opportunity to serve as the construction management on several of these projects. He is a State certified SWPPP developer and a certified cured-in-place pipe inspector through the National Association of Sewer Service Companies (NASSCO). Dugan is experienced in bid document and coast estimate development, value engineering and bid services, and engineering services during construction.
